Program: Lifeline Landline Discounts

Lifeline Landline program does not provide free or discounted cell phones. Refer to the Lifeline Cell Phone Providers program record. Option 2 agents do not complete forms or answer questions for Lifeline. The only assistance they can provide is to ensure that the caller's HHSC case address matches his/her utility address.

Description
Helps qualified low-income individuals lower the monthly cost of basic telephone service. Reduces the basic monthly telephone rate up to $12.75 and waives the federal subscriber line charge for those who qualify. Lifeline provides a monthly discount on home telephone services, broadband services, or wireless telephone services. Only one discount is allowed per household.

Does not cover the cost of additional services such as caller ID or voice messaging. Does not provide a discount on wireless services.

All lifeline companies are required to offer broadband to the home, through a wireless device, or as part of a bundle. Confirm the availability of broadband by contacting the Lifeline provider.

Program Delivery
Eligibility: Individuals with a household income at or below 135% of the Federal Poverty Guidelines or Individuals who receive:
• SNAP
• Medicaid
• Federal Public Housing Assistance or Section 8
• Supplemental Security Income (SSI)
• Veterans Pension and Survivors Benefits
Tribal Programs and live on federally-recognized Tribal lands
Languages: English, Spanish (Texas Lifeline Service Center)
Application Process: • For individuals who do not currently have home phone services, visit the Lifeline website for a list of companies that participate in the program. Participating home phone companies will be labeled as "home phone" on the list of companies that serve Texas residents
• For individuals who currently have home phone services and are interested to see if they are eligible for the discount, visit the Texas PUC Lifeline website to fill out an application or call the Texas Lifeline Service Center
• Texas Lifeline Service Center--available in English and Spanish--can also provide more information about the Lifeline program for interested parties
